Extending the open-source FixMyStreet code base from MySociety.org.uk for 311 type applications could be useful in either or both countries-- it's already easy to localize/multi-lingual apparently (has been deployed in Norway); more specifically, for the US it would be great to see an open-source code base like FixMyStreet extended to address intra-government-agency service requests, not just citizen<-->government pothole reports... in service of improved government efficiency and intra-government accountability...
